By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Corporal Robert E. Bleier (ASN: 540113), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters Company, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, on the night of 21 July 1918, when a canoe carrying a Company Commander capsized in the River Marne near Fossoy, France, Corporal Bleier without a moment’s hesitation at the risk of his life leaped into the river and rescued the officer, who would otherwise have drowned without such instant assistance.
