By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant Joseph Tibe (ASN: 541695), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company F, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, at Fossoy, France, on the night of 14 – 15 July 1918, Sergeant Tibe was in charge of a platoon while making a relief and was caught in the intense artillery preparation put down by the enemy. Most of his men had never been under such terrible shelling before, and with wounded and dying all around them quickly became confused. By his coolness under fire, he successfully organized them and completed his relief, establishing an intact line on the Marne. After all his platoon runners had been killed or wounded he acted as liaison between his platoon and the company on his left. On account of his bravery and skill he was able to take care of a number of wounded his platoon had suffered. Although his men had suffered great hardships, he successfully led them forward in the attack that followed.
