By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Infantry) Harry A. Williams, United States Army, is cited (Posthumously) by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 7th Infantry Regiment, 3d Division, American Expeditionary Forces, near Fossoy, France, on 15 July 1918, during an intense artillery preparation by the enemy, Lieutenant Williams voluntarily took command of a platoon of the company to which he was attached for the purpose of liaison. Through absolute disregard of personal danger and high qualities of leadership these men were safely conducted from their support position, through Fossoy, under terrific shell fire, arriving at the front line in time to assist in stopping the enemy’s advance. Lieutenant Williams was killed in action near Cierges, France, on 13 October 1918, during the Meuse-Argonne Offensive.
