By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Infantry) Frank H. Strickland, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 7th Infantry Regiment, 3d Division, American Expeditionary Forces, on the night of 12 October 1918, at Cunel Heights, the 2d Battalion, 7th Infantry Regiment under the command of Major Paul H. Cartter, was ordered to attack Hill 252 and consolidate it. The front line was put under the command of Captain Riggin, 7th Infantry Regiment, who was killed during the above named action. Captain Strickland who was nearby took the initiative and led the attack, capturing a number of prisoners and consolidating the line. The command under him repulsed two counterattacks the next morning and Captain Strickland was seen going about to his men designating targets and making changes in the position of the line to better accomplish his mission.
