By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Infantry) Paul H. Cartter, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as Commanding Officer of the 1st Battalion, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, on the night of 21 – 22 July 1918, near Fossoy, France, Captain Cartter conducted the crossing of the Marne by his Battalion in the face of the enemy with cool judgment, skill and daring, and on the morning of 22 July, personally led the advance on Mont St. Pere. His leadership and coolness were the greatest inspiration to his men. Again, on 11 October 1918, he personally led his Battalion in the assault on Hill 272. The hostile position was taken, and through his own efforts and conspicuous bravery two German counterattacks were repulsed and the position held in spite of the fact that the battalion was enfiladed from the front and flanks by heavy machine gun fire.
