By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant Major John Doughan, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters, 6th Infantry Brigade, 3d Division, American Expeditionary Forces, during the Meuse-Argonne Offensive, 30 September to 27 October 1918 Sergeant Major Doughan was on duty, under continuous heavy shell fire, without rest during the entire engagement and by his admirable coolness and ready acceptance of responsibilities carried very largely the duties of his Brigade Headquarters.
