The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) James Ryan (ASN: 0-1322372), United States Army, for gallantry in action while serving with Company F, 2d Battalion, 145th Infantry Regiment, 37th Infantry Division, in action against the enemy at Luzon, Philippine Islands, on 23 February 1945. During the attack against the ancient Walled City in Manila, Lieutenant Ryan led the platoon which first entered the enemy stronghold. Less than two minutes after the lifting of the preliminary artillery preparation he clambered over the rubble of a gate despite hostile rifle and mortar fire, and led his men into the City. Lieutenant Ryan accomplished a difficult task with distinction, and his courageous leadership inspired his men to an enthusiasm which insured the ultimate victory. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
