Leo Thomas graduated from the U.S. Air Force Academy at Colorado Springs, Colorado, Class of 1963. He was missing in action while serving as a U.S. Air Force Captain during the Vietnam War. His remains were recovered on June 3, 1994 and identified on June 12, 1995.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Captain Leo Tarleton Thomas, Jr. (AFSN: 403529882), United States Air Force, for gallantry in connection with military operations against an opposing armed force as an F-4D Aircraft Commander of the 432d Tactical Reconnaissance Wing, Udorn Royal Thai Air Base, Thailand, in action over hostile territory (Laos), on 19 December 1971. On that date, Captain Thomas was flight leader of two F-4D tactical fighters which struck hostile anti-aircraft artillery positions. While precisely positioning his aircraft for the correct ordnance delivery parameters, Captain Thomas received heavy anti-aircraft fire which entered his cockpit and mortally wounded him. By his gallantry and devotion to duty in the dedication of his service to his country, Captain Thomas has reflected great credit upon himself and the United States Air Force.
