The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Robert Wayne Mann, United States Air Force, for extraordinary achievement while participating in aerial flight as a Forward Air Controller and Pilot of an unarmed O-2A aircraft of the 20th Tactical Air Support Squadron, Pleiku Air Base, South Vietnam, in action in Southeast Asia on 23 December 1969. On that date, while flying on a night reconnaissance mission, Lieutenant Mann skillfully directed tactical airpower against eight trucks moving along a heavily defended infiltration route. Despite intense hostile fire from large caliber anti-aircraft weapons he continued directing the tactical aircraft and silenced one of the weapons and obtained two large secondary explosions and one sustained fire from the truck convoy. The professional competence, aerial skill and devotion to duty displayed by Lieutenant Mann reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to First Lieutenant Robert Wayne Mann, United States Air Force, for gallantry in action while serving as a Forward Air Controller and Pilot of an O-2A aircraft of the 20th Tactical Air Support Squadron, Pleiku Air Base, South Vietnam, in action in Southeast Asia on 27 December 1969. On that date, Lieutenant Mann was responsible for the rescue of a long-range reconnaissance team from deep within hostile territory. Despite deteriorating weather conditions, he repeatedly exposed himself to accurate and intense hostile anti-aircraft fire for several hours until rescue helicopters could get into position and successfully extract the team from danger. By his gallantry and devotion to duty, Lieutenant Mann has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Captain Robert Wayne Mann, United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4E Aircraft Commander of the 34th Tactical Fighter Squadron, Korat Royal Thai Air Force Base, Thailand, in action in Southeast Asia on 29 March 1971. On that date, while hampered by poor visibility and deteriorating weather conditions, Captain Mann made several high-angle bombing passes on a strategic hostile storage and supply depot. His professional performance and outstanding bombing accuracy resulted in the destruction of a large quantity of military stores and a very important supply area. The professional competence, aerial skill and devotion to duty displayed by Captain Mann reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

On that day, while flying as wingman in a flight of two fighter bombers, Captain Mann flew his aircraft on repeated passes against a heavily defended strategic storage area. Despite menacing antiaircraft fire, his accurate ordnance delivery resulted in twenty-five secondary explosions, two sustained fires, and the destruction of a supply vehicle. The professional competence, aerial skill and devotion to duty displayed by Captain Mann reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
