    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Melvin Leslie Greene, Jr. (AFSN: Fr-3195578), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Air Superiority Division, Directorate of Global Power Programs, Assistant Secretary of the Air Force for Acquisition, the Pentagon, Washington, District of Columbia, from 7 September 1994 to 30 June 1997. During this period, Colonel Greene’s outstanding professional skill, leadership and devotion to duty have contributed immeasurably to the accomplishment of the mission of the Air Superiority Division, Colonel Greene has provided a stellar standard of achievement and excellence for others to emulate as he fostered development of such critical weapons system programs as the F-22 and Joint Strike Fighter, overcoming numerous obstacles in obtaining appropriate funding and securing Congressional support. His vision directly influenced his team in building systems that will form the backbone of our future Air Force and protect our country through the first half of the twenty-first century. The singularly distinctive accomplishments of Colonel Greene culminate a long and distinguished career in the service of his and reflect the highest credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant Melvin Leslie Greene, Jr. (AFSN: Fr-3195578), United States Air Force, for extraordinary achievement while participating in aerial flight as a Forward Aircraft Controller, Detachment #1, 56th Special Operations Wing, Udorn Royal Thai Air Force Base, Thailand, in action in Southeast Asia on 27 November 1969. Lieutenant Greene flying under adverse conditions, over extremely hazardous terrain through sustained antiaircraft and small arms fire, maintained his unarmed aircraft in the area to direct allied tactical air against dangerous hostile forces positions and targets. His outstanding airmanship, courage and devotion to duty, aided United States efforts in combatting aggression in Southeast Asia. The professional competence, aerial skill and devotion to duty displayed by Lieutenant Greene reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to First Lieutenant Melvin Leslie Greene, Jr. (AFSN: Fr-3195578), United States Air Force, for gallantry in action while engaged in military operations involving conflict with an armed hostile force while serving as a Forward Aircraft Controller, Detachment #1, 56th Special Operations Wing, Udorn Royal Thai Air Force Base, Thailand, in action in Southeast Asia on 29 January 1970. On this date, Lieutenant Greene flew his aircraft under adverse weather conditions through intensive ground fire in support of free world forces. Unable to get immediate responses from tactical air support and in spite of the antiaircraft fire, Lieutenant Greene flew his aircraft over the advancing armed aggressors releasing ordnance causing them to disperse and flee this vital position. Through his personal bravery and energetic application of his knowledge and skill he significantly furthered the goal of the United States in Southeast Asia. By his gallantry and devotion to duty, Lieutenant Greene has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Captain Melvin Leslie Greene, Jr. (AFSN: Fr-3195578), United States Air Force, for extraordinary achievement while participating in aerial flight as an A-7D Aircraft Commander, 3d Tactical Fighter Squadron, Udorn Royal Thai Air Force Base, Thailand, in action over Southeast Asia on 22 July 1973. On that date, Captain Greene led his flight to the location of a concentrated attack on a convoy carrying critically needed supplies to friendly forces. Despite the marginal weather conditions and the intense ground fire, Captain Greene made repeated low altitude ordnance delivery passes to successfully negate the hostile attack allowing the convoy to reach its destination safely. The professional competence, aerial skill and devotion to duty displayed by Captain Greene reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
