The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Captain Fred Clark Boli (AFSN: FR-80246), United States Air Force, for extraordinary achievement while participating in aerial flight as an A-1 Tactical Fighter Pilot of the 1st Special Operations Squadron, Nakhon Royal Thai Air Force Base, Thailand, in action in Southeast Asia on 19 December 1971. On that date, Captain Boli flew as flight lead on a mission that was diverted from a search and rescue operation to support friendly troops who were under attack by a numerically superior hostile force in northern Laos. In spite of marginal weather, mountainous terrain, and intense and accurate hostile ground fire, Captain Boli repeatedly attacked the hostile troops eventually forcing them to withdraw and in so doing he prevented the friendly positions from being overrun. The professional competence, aerial skill and devotion to duty displayed by Captain Boli reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

Boli, United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving as an A-1 Tactical Fighter Pilot of the 1st Special Operations Squadron, Nakhon Royal Thai Air Force Base, Thailand, in action over Southeast Asia in 1971 and 1972. By his gallantry and devotion to duty, Captain Boli has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.

The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Fred Clark Boli (AFSN: FR-80246), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Pacific-East Asia Division, Deputy Directorate for Regional Plans and Policy, Directorate of Plans, Deputy Chief of Staff, Plans and Operations, Headquarters, U.S. Air Force, Washington, District of Columbia, from 18 September 1982 to 28 June 1985. During this period, the exemplary ability, leadership, and ceaseless efforts of Colonel Boli were instrumental in resolving many complex problems of major importance to the Air Force. He shepherded the number one priority United States Pacific Command/Pacific Air Forces funding initiative, the one billion dollar F-16 beddown at Misawa Air Base, Japan, through intensive Congressional hearings to win authorizations and appropriations. He excelled as the sole Air Force member of the United States Military Training Delegation to China, superbly representing the Chief of Staff, United States Air Force during private conversations in Beijing with the Chief of Staff, Headquarters People’s Liberation Army Air Force, and identifying key areas for expanded military interaction. The superior initiative, outstanding leadership, and personal endeavor displayed by Colonel Boli reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense has awarded the Defense Superior Service Medal to Colonel Fred Clark Boli (AFSN: FR-80246), United States Air Force, for exceptionally superior service to the Department of Defense as Senior Fellow, Strategic Concepts Development Center, Institute for National Strategic Studies, National Defense University, and as Deputy Director of the Strategic Concepts Development Center, from 22 October 1986 to 31 May 1989. Among his numerous achievements, Colonel Boli played a key role in successfully providing advice to the Secretary of Defense, Deputy Secretary of Defense, and Chairman, Joint Chiefs of Staff on important United States policy initiatives concerning the Soviet Union, Europe, and the Pacific Basin. Whether as Senior Fellow, where he produced numerous superb policy analyses, or as Deputy Director, where he managed a broad research agenda, Colonel Boli achieved impressive results. The distinctive accomplishments of Colonel Boli reflect great credit upon himself, the United States Air Force, and the Department of Defense.

Headquarters, 7th Air Force, Special Orders G-1121 (1972)The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Captain Fred Clark Boli (AFSN: FR-80246), United States Air Force, for heroism while participating in aerial flight as an A-1 Tactical Fighter Pilot of the 1st Special Operations Squadron, Nakhon Royal Thai Air Force Base, Thailand, in action in Southeast Asia on 10 December 1971. On that date Captain Boli was launched as flight lead on a night mission t o deliver area denial munitions in support of a search and rescue operation in the vicinity of the hostile and heavily defended Mu Gia Pass in central Laos. Even though Captain Boli had never expended ordnance at night in this theater, his pinpoint accuracy in delivery of this ordnance in the face of extremely heavy and deadly accurate ground fire virtually halted all activity in the pass area for the night and was instrumental in the successful rescue the following morning. The outstanding heroism and selfless devotion to duty displayed by Captain Boli reflected great credit upon himself and upheld the highest traditions of the United States Air Force.
