The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Captain Fred Clark Boli (AFSN: FR-80246), United States Air Force, for extraordinary achievement while participating in aerial flight as an A-1 Tactical Fighter Pilot of the 1st Special Operations Squadron, Nakhon Royal Thai Air Force Base, Thailand, in action in Southeast Asia on 19 December 1971. On that date, Captain Boli flew as flight lead on a mission that was diverted from a search and rescue operation to support friendly troops who were under attack by a numerically superior hostile force in northern Laos. In spite of marginal weather, mountainous terrain, and intense and accurate hostile ground fire, Captain Boli repeatedly attacked the hostile troops eventually forcing them to withdraw and in so doing he prevented the friendly positions from being overrun. The professional competence, aerial skill and devotion to duty displayed by Captain Boli reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
