On that date, Captain McArtor flew an unarmed, unescorted reconnaissance mission deep in hostile territory to photograph heavily defended infiltration routes. In weather that severely restricted visibility, he was forced to drastically reduce the aircraft’s altitude to facilitate visual navigation. He then made repeated passes through the intense and accurate ground fire to obtain complete photographic coverage of all assigned targets. By his gallantry and devotion to duty, Captain McArtor has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.
