The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Captain Charles William Hoilman, Jr. (AFSN: FR-78714), United States Air Force, for heroism while participating in aerial flight as the Aircraft Commander of an HH-3E Rescue Helicopter of the 37th Aerospace Rescue and Recovery Squadron, in Southeast Asia, on 3 December 1969. On that date, Captain Hoilman penetrated an extremely hostile area to effect the rescue of two downed Air Force pilots. Even after his aircraft had sustained severe battle damage, he persisted tenaciously, and with complete disregard for his personal safety, until both pilots had been safely hoisted from the midst of the surrounding hostile troops. The outstanding heroism and selfless devotion to duty displayed by Captain Hoilman reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
