The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel William Grover Barring Flood, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Director of Applications and Director of Applications, Deputy Chief of Staff/Electronic Warfare (Green Flag), United States Air Force Tactical Air Warfare Center, Elgin Air Force Base, Florida, from 14 June 1985 to 31 January 1988. During this period, Colonel Flood aggressively implemented a series of projects with an overarching theme of improving electronic combat integration in support of large joint contingency operations. His dynamic leadership, keen foresight, and innovative approach to management resulted in significant improvements to the Green Flag exercise program and accelerated the completion of important tactics development and evaluation projects conducted with the Tactical Air Forces’ key electronic combat assets. Colonel Flood was the driving force responsible for developing the Air Force’s Drone Roadmap and for initiating the test nomination selected by the Office of the Secretary of Defense to assess joint electromagnetic interference. The singularly distinctive accomplishments of Colonel Flood culminate a long and distinguished career in the service of his and reflect the highest credit upon himself and the United States Air Force.
