The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Robert Owen Heavner (AFSN: FR-70066), United States Air Force, for extraordinary achievement while participating in aerial flight as a B-57 Pilot of the 13th Tactical Bombardment Squadron, in action near Phu Vinh, Republic of Vietnam, on 20 December 1966. On that date, Captain Heavner struck a heavily defended Viet Cong base camp in the Mekong River Delta. Despite adverse weather and hostile ground fire, he continued to strike until the target was destroyed. His flawless bombing and resulting destruction of a vital hostile installation contributed significantly to the success of friendly operations. The professional competence, aerial skill and devotion to duty displayed by Captain Heavner reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
