The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Rufus David Harris, United States Air Force, for gallantry in action while engaged in military operations involving conflict with an armed hostile force while serving with the 69th Special Operations Squadron, Pleiku Air Base, South Vietnam, in action west of Ben Het, Republic of Vietnam, on 26 February 1969. On that date, Captain Harris led a flight of A-1H Skyraiders to provide air cover and fire suppression for evacuation of wounded friendly personnel and destruction of a numerically superior hostile force completely surrounding a friendly unit. After evacuation of the wounded, Captain Harris’ aircraft was hit and severely damaged, however he courageously elected to continue his attack to minimum altitude against automatic gun positions and the hostile troops swarming against the camp. The sheer courage, dynamic leadership and superb airmanship displayed by Captain Harris under the most adverse conditions were the vital factors in effecting the safe evacuation of the wounded and the rescue of this unit from death or captivity. By his gallantry and devotion to duty, Captain Harris has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.

Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Colonel Rufus David Harris, United States Air Force, for exceptionally superior service to the Department of Defense as Chief, Forces and Western Hemisphere Branch, Joint Operations Division, Operations Directorate and later as Chief, Western Hemisphere Division, Strategic Plans and Policy Directorate, Organization of the Joint Chiefs of Staff during the period 21 November 1984 to 30 June 1987. He consistently demonstrated superior management ability, professional knowledge and technical expertise, an incisive appreciation for the subtleties of international affairs, and a singularly zealous dedication to the development of sound military positions on important national policy issues relating to the Western Hemisphere. By both personal involvement and the judicious guiding of subordinates, Colonel Harris formulated positions compatible with the national interest for consideration by the Joint Chiefs of Staff and then effectively coordinated these positions throughout the highest levels of government. The distinctive accomplishments of Colonel Harris reflect great credit upon himself, the United States Air Force, the Organization of the Joint Chiefs of Staff, and the Department of Defense.

The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Rufus David Harris, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as the Senior Air Force Representative to the United States Army War College, Carlisle Barracks, Pennsylvania, from 6 July 1987 to 30 June 1990. During this period of absolutely superior performance, Colonel Harris supplied the expertise on all Air Force matters to ensure the Army War College was completely informed. His extensive operational experience, adherence to sound leadership principles, and unreserved commitment to excellence were hallmarks of Colonel Harris’ service. His teaching and curriculum development efforts were major contributors to the success of the college in educating our nation’s future military leaders. The singularly distinctive accomplishments of Colonel Harris culminate a long and distinguished career in the service of his and reflect the highest credit upon himself and the United States Air Force.

On that date, Captain Harris led a flight of A-1H Skyraiders which was diverted to the support of a small reconnaissance team in danger of annihilation deep within hostile territory. For more than two hours Captain Harris relentlessly led his flight’s devastating attacks, despite damage to his aircraft by intense anti-aircraft fire, until the entire beleaguered team was rescued. By his gallantry and devotion to duty, Captain Harris has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.
