    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Rufus David Harris, United States Air Force, for gallantry in action while engaged in military operations involving conflict with an armed hostile force while serving with the 69th Special Operations Squadron, Pleiku Air Base, South Vietnam, in action west of Ben Het, Republic of Vietnam, on 26 February 1969. On that date, Captain Harris led a flight of A-1H Skyraiders to provide air cover and fire suppression for evacuation of wounded friendly personnel and destruction of a numerically superior hostile force completely surrounding a friendly unit. After evacuation of the wounded, Captain Harris’ aircraft was hit and severely damaged, however he courageously elected to continue his attack to minimum altitude against automatic gun positions and the hostile troops swarming against the camp. The sheer courage, dynamic leadership and superb airmanship displayed by Captain Harris under the most adverse conditions were the vital factors in effecting the safe evacuation of the wounded and the rescue of this unit from death or captivity. By his gallantry and devotion to duty, Captain Harris has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.

    Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Colonel Rufus David Harris, United States Air Force, for exceptionally superior service to the Department of Defense as Chief, Forces and Western Hemisphere Branch, Joint Operations Division, Operations Directorate and later as Chief, Western Hemisphere Division, Strategic Plans and Policy Directorate, Organization of the Joint Chiefs of Staff during the period 21 November 1984 to 30 June 1987. He consistently demonstrated superior management ability, professional knowledge and technical expertise, an incisive appreciation for the subtleties of international affairs, and a singularly zealous dedication to the development of sound military positions on important national policy issues relating to the Western Hemisphere. By both personal involvement and the judicious guiding of subordinates, Colonel Harris formulated positions compatible with the national interest for consideration by the Joint Chiefs of Staff and then effectively coordinated these positions throughout the highest levels of government. The distinctive accomplishments of Colonel Harris reflect great credit upon himself, the United States Air Force, the Organization of the Joint Chiefs of Staff, and the Department of Defense.

During this period of absolutely superior performance, Colonel Harris supplied the expertise on all Air Force matters to ensure the Army War College was completely informed. His extensive operational experience, adherence to sound leadership principles, and unreserved commitment to excellence were hallmarks of Colonel Harris’ service. His teaching and curriculum development efforts were major contributors to the success of the college in educating our nation’s future military leaders. The singularly distinctive accomplishments of Colonel Harris culminate a long and distinguished career in the service of his and reflect the highest credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Captain Rufus David Harris, United States Air Force, for heroism while participating in aerial flight as an A-1H Pilot of the 69th Special Operations Squadron, Pleiku Air Base, South Vietnam, in action near A Shau, Republic of Vietnam, on 28 February 1969. On that date, Captain Harris led a flight of A-1H Skyraiders scrambled from alert to defend and protect a Special Forces Team trapped in high mountainous terrain by a numerically superior hostile force. Captain Harris not only led the marauding Skyraiders through the high threat anti-aircraft hostile environment on 24 repeated low-level attack passes but selflessly continued to expose himself making low-level dry attack passes even though dangerously low on fuel until the hostile forces broke contact and retreated. Captain Harris’ dynamic leadership, sheer courage and superb airmanship under extremely hazardous conditions were the vital factors in the heroic defense of the Special Forces Team. The outstanding heroism and selfless devotion to duty displayed by Captain Harris reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross with Combat “V” to Captain Rufus David Harris, United States Air Force, for heroism while participating in aerial flight as an A-1H Pilot of the 69th Special Operations Squadron, Pleiku Air Base, South Vietnam, in action in Southeast Asia on 4 April 1969. On that date, Captain Harris led a flight of A-1H Skyraiders scrambled from alert for close tactical air support of a beleaguered friendly team which was completely surrounded by hostile forces and in danger of annihilation by ground attack. Not only did Captain Harris selflessly divert intense, hostile automatic weapons fire to himself for two hours while the team was successfully re-supplied by air, but for an extensive period thereafter, he made repeated low-level attacks in his vulnerable aircraft through a fusillade of anti-aircraft fire, that had already downed two aircraft, until the hostile offensive was crushed allowing the team to perform its vital truck interdiction mission. The outstanding heroism and selfless devotion to duty displayed by Captain Harris reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

On that date, Captain Harris led a flight of A-1H Skyraiders, diverted to a Search and Rescue mission for a pilot, downed in an extremely high-threat area. He repeatedly made low altitude attacks, despite a battle-damaged aircraft, that not only silenced three anti-aircraft guns, but protected the injured crewman from capture until a successful rescue could be made.     The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross with Combat “V” to Captain Rufus David Harris, United States Air Force, for heroism while participating in aerial flight as an A-1H Pilot of the 69th Special Operations Squadron, Pleiku Air Base, South Vietnam, in action near Ben Het, Republic of Vietnam, on 2 May 1969. On that date, Captain Harris single-handedly made repeated savage attacks on hostile troops surrounding a friendly Special Forces outpost, halting an attempt to annihilate the friendly forces and diverting hostile fire from a MEDEVAC helicopter to himself, so the helicopter could safely evacuate the wounded. His bravery and selfless devotion to duty under extremely hostile conditions, without protection of a wingman, were the instrumental factors in the safe withdrawal of friendly forces from a besieged camp. The outstanding heroism and selfless devotion to duty displayed by Captain Harris reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

On that date, Captain Harris led a flight of A-1H Skyraiders which was diverted to the support of a small reconnaissance team in danger of annihilation deep within hostile territory. For more than two hours Captain Harris relentlessly led his flight’s devastating attacks, despite damage to his aircraft by intense anti-aircraft fire, until the entire beleaguered team was rescued. By his gallantry and devotion to duty, Captain Harris has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.

On that date, Captain Harris led a flight of A-1H aircraft credited with saving the lives of an American and Free World Forces patrol encircled and under attack deep in hostile territory. Flying without his wingman through extremely hazardous weather and rough terrain, Captain Harris made repeated bombing and strafing passes, through heavy hostile fire, pinning down the attacking hostile force long enough for the patrol to establish a strong defensive position from which they were subsequently rescued. The outstanding heroism and selfless devotion to duty displayed by Captain Harris reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
