    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain James Bartlett Brooks, United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving as a Forward Air Controller with the 23d Tactical Air Support Squadron, Nakhon Royal Thai Air Force Base, Thailand, in action in Southeast Asia, in September 1967. Captain Brooks was in his light, unarmed spotter plane which had been seriously damaged by enemy fire. Despite that fact, he remained in the target area to direct allied fighter-bombers against enemy anti-aircraft weapons. His actions prevented hostile penetration of a strategic friendly forces area. By his gallantry and devotion to duty, Captain Brooks has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.
