The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross with Combat “V” to Captain Gaillard Ray Peck, Jr. (AFSN: FR-64021), United States Air Force, for heroism while participating in aerial flight as an F-4D Aircraft Commander of the 433d Tactical Fighter Squadron, Ubon Royal Thai Air Force Base, Thailand, in action over North Vietnam on 23 October 1968. On that date, he was assigned the night interdiction of a heavily defended ferry crossing and storage area vital to hostile forces. Captain Peck heroically made multiple attacks on this important target. His actions required considerable courage in view of a malfunction rendering a supporting aircraft’s flare dropping capability inoperative. The attacks were made in total darkness, without the aid of any visual references. Completely disregarding his personal safety, and under extremely heavy defensive fire, Captain Peck attacked and destroyed his assigned target despite the mountainous karst terrain. The outstanding heroism and selfless devotion to duty displayed by Captain Peck reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
