The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Field Artillery) Gene L. Breeding, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Liaison Officer to the Military Airlift Command, from 3 September 1971 to 31 August 1975. During this period, Colonel Breeding’s broad vision, dedication, unerring judgment, superior leadership, and exceptional duty performance has significantly enhanced the immediate operational responsiveness of the joint forces under the operational command of the United States Readiness Command. The singularly distinctive accomplishments of Colonel Breeding and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army.
