    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to First Lieutenant (Chaplain) Charles R. Culpepper (ASN: 0-396635), United States Army, for heroism not involving actual conflict with an enemy of the United States in Alaska on 11 May 1942. Chaplain Culpepper at great personal risk, plunged without hesitation into an inlet, fully clothed and in complete darkness, to rescue an enlisted man who was in imminent danger of drowning. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
