    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain (Air Corps) Arthur T. Rice (ASN: 0-403827), United States Army Air Forces, for heroism while participating in aerial flight while serving with the ELEVENTH Air Force on 28 September 1942. Captain Rice volunteered as an escort for heavy bombers in a raid on Kiska Harbor, a distance involving over five hundred miles of open water. After severely strafing anti-aircraft positions, all guns except the 37-mm. cannon became jammed. With full knowledge of the handicap involved, Captain Rice proceeded to attack two Japanese Zero Fighters, shooting down the first with only four rounds of ammunition and the second with one round. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army Air Forces.
