The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant (Air Corps) James L. Regan (ASN: 0-424157), United States Army Air Forces, for heroism while participating in aerial flight while serving with the ELEVENTH Air Force on 16 October 1942. Lieutenant Regan was one of the officers who was in a position of responsibility and command in a flight of six B-26 airplanes that intercepted two Japanese destroyers 50 miles northeast of Kiska Harbor. They made deck-level bombing attacks in the face of strong and accurate anti-aircraft fire. Both destroyers were sunk during t he engagement. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army Air Forces.
