The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Legion of Merit to Captain (Field Artillery) Burns T. Bailey, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in the North African Theater from 15 September 1943 to 15 February 1944. Captain Bailey contributed materially to his battalion’s success by tirelessly training new battalion observers in combat zones, greatly increasing the speed and completeness of their records. He analyzed and reported results of enemy shelling, spending many hours collecting shell fragments for determination of caliber and type of enemy guns, as well as personally interviewing prisoners of war and examining captured documents and materiel. The singularly distinctive accomplishments of Captain Bailey and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army.
