    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private Frederick D. Francis (ASN: 6946849), United States Army, for heroism not involving actual conflict while serving with Battery C, *** Antiaircraft Artillery Battalion on 9 January 1945 in the vicinity of Nice, France. When a tractor which he was following in a cargo truck went out of control and plunged down the side of a mountain, Private Francis leaped from his vehicle to go to the occupants’ aid. Making the perilous descent to where the tractor had lodged, he climbed into the tractor which had burst into flame, and although 50 caliber ammunition stored in the vehicle was exploding, proceeded with the aid of a comrade to extricate the driver. He then carried him out of range of the exploding ammunition where first aid was administered.
