Department of the Army, General Orders No. 18 (October 15, 1982)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Staff Sergeant Donald R. Youmans, United States Army, for heroism on 10 November 1981. During the set-up of a sound system in the tower of a rifle range, a defective piece of equipment caused an electrical current to course through the company communications chief. The strength of the current was so great that the individual was paralyzed, preventing him from moving away from the power source or talking. Staff Sergeant Youmans, upon hearing the sound of the individual’s body being slapped against the side of the tower by the electricity, immediately came to his aid. Realizing that he could not find and turn off the power source in time to save the individual, he disregarded his own safety and managed to knock the individual away from the power source and free of the electrical charge. Staff Sergeant Youmans then immediately began applying life-saving measures until the injured soldier regained consciousness and medical personnel arrived. Staff Sergeant Youmans’ quick thinking and immediate actions, at the risk of his own life, are in keeping with the highest traditions of the military service and reflect great credit upon himself, the 82d Airborne Division, and the United States Army.
