Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Colonel (Infantry) Lucien Edward Rising, United States Army, for exceptionally superior service to the Department of Defense in the Office of the Defense Cooperation, Italy, from 1977 to 1980. The distinctive accomplishments of Colonel Rising reflect great credit upon himself, the United States Air Force, and the Department of Defense.
(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Infantry) Lucien Edward Rising, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as an Advisor, in action against the enemy in the Republic of Vietnam in 1969. The singularly distinctive accomplishments of Colonel Rising and his dedicated contributions in the service of his country reflect the highest credit upon himself and were in keeping with the highest traditions of the United States Army.
