Lieutenant Colonel Slay distinguished himself by exceptionally valorous actions while serving as a Pilot with the 12th Air Commando Squadron, 315th Air Commando Wing, SEVENTH Air Force, in action against the enemy over Southeast Asia in 1968 and 1969.
