Lieutenant Colonel Williams distinguished himself by exceptionally valorous actions while serving as Commanding Officer of the 4th Battalion, 23d Infantry Regiment, 25th Infantry Division, and subsequently as G-1 (Personnel), II Field Force, Vietnam, in action against the enemy from 1966 to 1968. The gallant actions and dedicated devotion to duty demonstrated by Lieutenant Colonel Williams, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
