Lieutenant Colonel Rogers distinguished himself by exceptionally valorous actions while serving as Deputy Commanding Officer of the Division Artillery, 4th Infantry Division, in action against the enemy in Pleiku, Republic of Vietnam, in 1968 and 1969. The gallant actions and dedicated devotion to duty demonstrated by Lieutenant Colonel Rogers, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
