The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel Wallace Gourley Hynds, Jr. (AFSN: 0-16792), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Future Aircraft Section, Aircraft Branch, Strategic Division, Directorate of Operational Requirements, Headquarters, United States Air Force, from 5 August 1961 to 16 July 1965. In this important assignment, the leadership, exemplary foresight, and ceaseless efforts consistently demonstrated by Colonel Hynds have resulted in the approval of a program for a new and improved strategic aircraft, the initiation of modifications programs for the maintenance of the near-term capability of our current aircraft and the approval of development programs for a new air-to-surface missile, advanced avionics and advanced propulsion techniques. The singularly distinctive accomplishments of Colonel Hynds and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.
