The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Second Lieutenant (Air Corps) Frank A. Duncan (ASN: 0-729328), United States Army Air Forces, for extraordinary achievement while participating in aerial flight in the North African Theater of Operations as Pilot of a P-38 type aircraft. On 2 February 1943, Lieutenant Duncan’s squadron escorted six B-25’s over the Sicilian Straits in attacking an enemy convoy guarded by eleven fighter planes. Lieutenant Duncan destroyed one ME-109 and was conspicuous in protecting the bombers during their bomb run, which resulted in heavy damage to one enemy vessel. Seven enemy aircraft were destroyed, others damaged and all bombers returned safely. Lieutenant Duncan’s steadfast courage and devotion to duty have reflected great credit upon himself and the Armed Forces of the United States.
