Headquarters, Northwest African Air Forces, General Orders No. 128 (June 30, 1943)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant (Air Corps) Justin O. Henley (ASN: 0-496095), United States Army Air Forces, for extraordinary achievement while participating in aerial flight in the North African Theater of Operations as Pilot of a P-38 type aircraft. On 10 April 1943, Lieutenant Henley’s squadron escorted eighteen B-25’s on a sea sweep. Twenty-eight enemy transport planes, escorted by fighters, were sighted north of Cap Bon. Leading his flight in attack, Lieutenant Henley shot down one transport and aided in the destruction of nine other JU-52’s and two enemy fighters. On the return flight, fifteen ME-109’s attacked. Lieutenant Henley damaged one and conspicuously assisted in dispersing the remainder, thus enabling the bombers to return safely to home base. His courageous leadership and outstanding skill in combat have reflected great credit upon himself and the Armed Forces of the United States.
