The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to First Lieutenant (Field Artillery) Terrence M. Mykins, United States Army, for gallantry in action. First Lieutenant Mykins distinguished himself by exceptionally valorous actions while participating in military operations against an armed hostile force in the Republic of Vietnam on 28 October 1969, while serving as Assistant Executive Officer with Battery C, 2d Battalion, 17th Artillery Regiment. On that date, Fire Base ANNIE came under intense mortar and recoilless rifle fire from an unknown number of North Vietnamese regulars. Lieutenant Mykins, with complete disregard for his own safety, took up a position in direct line with the enemy fire, commanding accurate retaliatory artillery fire from his two 105-mm. howitzer sections. As a result of his leadership and courage, the attack was successfully repelled. Within a short time, however, a second attack was launched against the fire base. Again, Lieutenant Mykins resumed his perilous position within enemy range to destroy two of the enemy’s positions, and forced a retreat. First Lieutenant Mykins’ valorous actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
