The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Field Artillery) Michael J. Hayes, United States Army, for gallantry in action involving close combat against an armed force in the Republic of Vietnam. First Lieutenant Hayes distinguished himself as a Forward Observer with Company C, 3d Battalion, 39th Infantry Regiment, 9th Infantry Division, on a reconnaissance in force mission. After the commanding officer had been severely wounded during initial contact with the enemy, Lieutenant Hayes assumed command and quickly organized his men. Despite the fact that he was also seriously wounded, Lieutenant Hayes led his unit in a highly successful engagement against the hostile force and then supervised the evacuation of other casualties. First Lieutenant Hayes’ extraordinary heroism in close combat against a Viet Cong force is in keeping with the highest traditions of the military service and reflect great credit upon himself, the 9th Infantry Division, and the United States Army.
