The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major (Infantry) Richard V. Coulter (ASN: 0-87712), United States Army, for heroism while participating in aerial flight evidenced by voluntary actions above and beyond the call of duty while serving with the 189th Assault Helicopter Company, 1st Aviation Brigade, on 13 August 1967. Major Coulter distinguished himself while serving as aircraft commander in the command ship during combat operations in the Republic of Vietnam. He received a call from a pilot performing a visual reconnaissance, reporting that he was receiving fire from numerous hostile positions near Pleiku. He unhesitatingly flew into the valley to assess the situation and immediately came under fire from the hostile force. Throughout the entire period, Major Coulter fearlessly led the gunships on each attack so as to accurately direct their fire. When the gunships were forced to depart the area to refuel, he remained above the area of contact and contained the enemy forces. His performance in the face of heavy enemy fire and unhesitating efforts were responsible for stopping an attack on the vital installations in the Pleiku area. His efforts were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
