    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Master Sergeant Billy G. Culver, United States Air Force, for extraordinary achievement while participating in aerial flight as a Flight Engineer on an unarmed EC-121R reconnaissance aircraft in Southeast Asia on 12 January 1970. On that date, Sergeant Culver elected to continue his assigned mission to collect important reconnaissance information in spite of great personal danger from hostile forces, extremely hazardous weather, and the loss of one engine. Sergeant Culver’s superior knowledge of the aircraft and his professional approach to an in-flight emergency resulted in the successful completion of a reconnaissance mission vital to the survival of friendly forces operating in the orbit area. The professional competence, aerial skill and devotion to duty displayed by Master Sergeant Culver reflect great credit upon himself and the United States Air Force.
