Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Colonel William E. Sherman, United States Air Force, for exceptionally superior service to the Department of Defense as General Counsel, Defense Commissary Agency (DeCA), Fort Lee, Virginia, from May 1991 to July 1996. Colonel Sherman managed the numerous Agency start-up and reinvention problems. Through his dynamic counsel, sound tactical judgment and strategic foresight, he significantly aided the Agency in overcoming problems that would have risked the continued survival of DeCA and the health of the commissary benefit. The distinctive accomplishments of Colonel Sherman culminate a distinguished career in the service of his country and reflect great credit upon himself, the United States Air Force, and the Department of Defense.
