The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Air Corps) Robert Morris Stillman (AFSN: 1114A/ASN: 0-19760), United States Army Air Forces, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while a prisoner of war at Moosburg, Germany, from 21 April to 6 May 1956. He organized a mess which fed more than twelve thousand prisoners and administered, under the most difficult conditions, all classes of supplies for more than thirty thousand fellow prisoners of war. The singularly distinctive accomplishments of Colonel Stillman and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.
