The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel Allan R. Tobiason, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during the period April 1972 to March 1973 while serving successively as Project Manager for Project ENHANCE and as Chief, Engineer Operations Advisory Branch, Engineer Advisory Division, United States Military Assistance Command, Vietnam. During this period, Lieutenant Colonel Tobiason demonstrated unequaled professional acumen and unique capabilities as a staff officer, leader, manager and as an advisor to his several Vietnamese counterparts. Lieutenant Colonel Tobiason was requested by name to serve as the project manager for Project ENHANCE, where he displayed unequaled initiative, foresight and professional competence in planning and coordinating the myriad of functions which combined to make the highly classified project enhance a success. This $500 million project was of direct interest to the highest levels of United States and Republic of Vietnam Governments and Lieutenant Colonel Tobiason was singularly responsible for the eminent successes realized throughout the program. His brilliant leadership of his staff, together with his outstanding personal initiative and knowledge, contributed immeasurably to the accomplishment of the Vietnamese lines of communication highway program, the vertical construction program, and the early development of self-sufficiency within the Vietnamese Corps of Engineers. Lieutenant Colonel Tobiason’s unparalleled achievements and outstanding professional competence were in keeping with the highest traditions of the United States Army and reflect great credit upon himself and the military service.
