Major Stewart distinguished himself by exceptionally valorous actions while serving as Pilot of an F-105 Thunderchief Fighter Airplane of the 34th Tactical Fighter Squadron, 388th Tactical Fighter Wing, SEVENTH Air Force, Korat Royal Thai Air Force Base, Thailand, in action against the enemy over Southeast Asia on 6 May 1967. Major Stewart made a dangerous night radar attack against a major railroad yard in North Vietnam. Despite adverse weather and intense hostile ground fire, he delivered his ordnance on target and successfully evaded further fire using a low altitude return to safety. The gallant actions and dedicated devotion to duty demonstrated by Major Stewart, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Air Force.
