The President of the United States of America takes pleasure in presenting the Coast Guard Distinguished Service Medal to Rear Admiral Walter Ted Leland, United States Coast Guard, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander, FIFTH Coast Guard District from June 1991 to June 1994. With vision and exceptional leadership, Rear Admiral Leland developed an active and relevant strategic plan for the FIFTH Coast Guard District. Linked to the plan were highly successful operational mission and support initiatives, such as forging a model fishing vessel safety program, fully integrating reservists with operating units, and greatly expanding housing and wellness programs. As the champion of the pursuit of excellence, Rear Admiral Leland launched a quality initiative that encompassed every facet of distinct activities and grew to meet the goal of providing a seamless web of service to all FIFTH District customers. His aggressive and proactive public affairs and civic outreach programs greatly increased public awareness of the daily contributions of Coast Guard men and women to their fellow citizens. Rear Admiral Leland’s responsiveness to constituent needs earned outstanding support from government leaders and enhanced community relationships from New Jersey to North Carolina. Most importantly, Rear Admiral Leland’s genuine concern, tireless attention, and supportive programs as an involved leader earned him highest level of respect, praise, and devotion from the 2,700 men and women he commanded. Rear Admiral Leland’s leadership, dedication, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard.
