The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Major Jack Carroll Spillers (AFSN: FR-31472), United States Air Force, for extraordinary achievement while participating in aerial flight as an F-105 Thunderchief Pilot over North Vietnam on 30 May 1967. On that date, Major Spillers was assigned to strike a vital airfield west of Hanoi. Despite adverse weather to and from the target and 85 millimeter anti-aircraft defenses surrounding the airfield, Major Spillers skillfully and accurately placed his bombs on the runway to render it completely unserviceable for launching aircraft. The professional competence, aerial skill, and devotion to duty displayed by Major Spillers reflect great credit upon himself and the United States Air Force.

Despite intense anti-aircraft artillery and automatic weapons fire, his accurate ordnance deliveries destroyed one active gun emplacement and critically damaged another. The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Jack Carroll Spillers (AFSN: FR-31472), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Director of Plans and as Director of Wartime Augmentation, Deputy Chief of Staff, Plans, Headquarters United States Air Forces in Europe, Ramstein Air Base, Germany, and as the Senior United States Air Forces in Europe Liaison Officer at Headquarters United States Army in Europe, Heidelberg, Germany, from 21 July 1976 to 20 July 1980. During this period, his untiring efforts resulted in highly significant and lasting contributions to the enhanced readiness of the United States Air Forces and United States Armies in Europe. His superior performance as director of multi-functional directorates and head of the Air Force Liaison Mission to Army Headquarters in Europe gained critical support from all echelons of military command and many allied governments for implementing the Collocated Operating Base Program and furthering the mutual Air Force and Army efforts in Europe. Colonel Spillers’ efforts were instrumental in enhancing and advancing several multi-million dollar programs and the savings of thousands of dollars and man-hours. The singularly distinctive accomplishments of Colonel Spillers reflect great credit upon himself and the United States Air Force.

Headquarters, 7th Air Force, Special Order G-2198 (December 9, 1967)The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Major Jack Carroll Spillers (AFSN: FR-31472), United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving with the 469th Tactical Fighter Squadron, Korat Royal Thai Air Base, Thailand, in action over North Vietnam on 7 July 1967. On that date, Major Spillers was the Mission Commander for a twenty ship force of F-105 Thunderchiefs assigned to attack a vital rail yard on the northwest railroad in North Vietnam. Although numerous difficulties were encountered en route to the target and heavy ground fire was received during the attack, Major Spillers displayed an exemplary degree of heroism in leading his force to highly successful results. His complete disregard for his own life under deadly fire was the prime factor involved in the success of this mission. By his gallantry and devotion to duty, Major Spillers has reflected great credit upon himself and the United States Air Force.

In these important and demanding positions, Colonel Spillers’ extraordinary diligence, superior ability and exemplary devotion to duty were instrumental in raising the combat effectiveness of NINTH Air Forces. Particularly noteworthy was the critical leadership and sensitive diplomacy he applied in elevating the NINTH Air Force series of Composite Force Training exercises to the all-encompassing, highly realistic training vehicle it has become.
