The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Air Corps) Paul Ernest Ruestow (AFSN: 548A), United States Army Air Forces, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from March 1945 to June 1947. (This award supersedes the awards to Colonel Ruestow, of the Bronze Star Medal for meritorious service from 21 March to 8 May 1945, as published in General Orders 24, Headquarters, Air Technical Service Command in Europe, 26 June 1945, and the Commendation Ribbon for service from 31 August 1945 to 28 February 1946)
