The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Steven Samuel Peacock (AFSN: 0-3154220), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while assigned to the Directorate of Electronic Combat Operations, Deputy Chief of Staff, Plans and Operations, Headquarters United States Air Force, Washington, District of Columbia, from 10 August 1984 to 10 July 1987. During this period, Colonel Peacock was responsible for directing the accomplishments of a vast array of projects, all of which will continue to have a tremendous impact on the warfighting capability of the Air Force and the other Services through the next twenty-five years. Development and promulgation of the concept of employment for electronic combat in a theater conflict, successful initiation of important new weapons systems programs, integration of directed energy technology into our warfighting efforts, improvements in technology safeguards, timely and effective defense of ongoing electronic combat programs and superior completion of many diverse projects resulted in the successful implementation of the most ambitious electronic combat investment strategy in the history of the Air Force. The superior initiative, outstanding leadership, and personal endeavor displayed by Colonel Peacock reflect great credit upon himself and the United States Air Force.
