    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major Roy J. Notley (AFSN: 0-46123), United States Air Force, for extraordinary achievement while participating in aerial flight as a Forward Air Controller near Lai Khe, Republic of Vietnam, on 24 February 1968. On that date, Major Notley was scrambled to assist a company of the 3d Brigade, 1st Infantry Division which was pinned down and surrounded by a hostile force. The hostile force had the friendly position under a heavy caliber automatic weapons and rocket cross fire. Through his immediate actions, with complete disregard for his own personal safety, under heavy ground fire, deteriorating weather and the hour of darkness, Major Notley’s direction of fighter aircraft on target was instrumental in breaking the hostile force’s command and control of the battle. The professional competence, aerial skill, and devotion to duty displayed by Major Notley reflect great credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Major Roy J. Notley (AFSN: 0-46123), United States Air Force, for gallantry in connection with military operations against an opposing armed force as Forward Air Controller directing fighter aircraft near Lai Khe, Republic of Vietnam, on 3 February 1968. On that date, Major Notley’s precise and correct analysis of the tactical situation, his professional composure, and cool judgment blended together to successfully silence hostile forces and drive them away from friendly positions. Although he was wounded and his aircraft damaged, he carried out a successful mission which resulted in the defeat of hostile forces. By his gallantry and devotion to duty Major Notley has reflected great credit upon himself and the United States Air Force.
