(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Philip Cummings McMullen (AFSN: 0-18474), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States with Headquarters, Air Force Systems Command, Andrews Air Force Base, Maryland, from 1972 to 1976. The singularly distinctive accomplishments of Colonel McMullen culminate a long and distinguished career in the service of his country and his dedicated contributions reflect the highest credit upon himself and the United States Air Force.

The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Lieutenant Colonel Philip Cummings McMullen (AFSN: 0-18474), United States Air Force, for gallantry in connection with military operations against an opposing armed force as Aircraft Command of an RF-4C reconnaissance aircraft of the 16th Tactical Reconnaissance Squadron, 460th Tactical Reconnaissance Wing, SEVENTH Air Force, Tan Son Nhut Air Base, Vietnam, in action over classified targets in Southeast Asia on 11 January 1968. On that date, Colonel McMullen was working with a Forward Air Controller to obtain Bomb Damage Assessment photography of air strikes against a b ridge and trucks. Numerous hostile gun emplacements were severely impeded in the entire air operation. With complete disregard for his personal safety, Colonel McMullen made two low altitude passes over the hostile area to deliberately draw ground fire and expose the gun positions to the Forward Air Controller and fighter aircraft. By his gallantry and devotion to duty, Colonel McMullen has reflected great credit upon himself and the United States Air Force.
