McCoy, United States Air Force, was awarded the Air Force Distinguished Service Medal for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States Deputy Chief of Staff for Manpower and Personnel, Air Force Logistics Command Headquarters and Deputy Chief of Staff for Maintenance, Wright-Patterson Air Force Base, from 1983 to 1985, and Deputy Chief of Staff or Materiel Management from 1985 to 1987.
