The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Ralph L. Kuster, Jr. (AFSN: FR-47491), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Structures and Dynamics Division, Flight Dynamics Laboratory, Air Force Wright Aeronautical Laboratories, Aeronautical Systems Division, Wright-Patterson Air Force Base, Ohio, from 24 April 1978 to 30 April 1984. During this period, the exceptional ability, leadership, and devotion to duty of Colonel Kuster were crucial to the development of many new technologies for aircraft, missiles, and spacecraft. His tireless efforts insured the existence of a technology base to support the highly complex weaponry upon which the national defense depends. The singularly distinctive accomplishments of Colonel Kuster culminate a long and distinguished career in the service of his country and reflect great credit upon himself and the United States Air Force.
