The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Captain (Air Corps) Donald M. Keiser (ASN: 0-22816), United States Army Air Forces, for extraordinary achievement while participating in aerial flight while commanding a B-17 Aircraft participating in an attack on enemy shipping at Davao, Mindanao, Philippine Islands, on 9 January 1942, which resulted in a direct hit on an enemy battleship and the destructions of quantities of supplies and several gun positions on the shore. During the flight the weather conditions were extremely dangerous. Extreme carburetor icing and turbulence of an equatorial front made formation flying almost impossible and threatened the success of the mission. It was only by exceptional skill and determination to reach the objective, inspired by the urgency of the mission, that Major Combs led his flight to the objective, and that his two wing men were able to follow him through. The gallant actions and dedicated devotion to duty demonstrated by Captain Keiser, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army Air Forces.
