The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Lieutenant Colonel (Air Corps) Thomas Stanley Jeffrey, Jr., United States Army Air Forces, for gallantry in action as Commanding Officer of the 390th Bombardment Group (Heavy), EIGHTH Air Force, while leading a Combat Wing of B-17 airplanes on a bombing mission over Germany, 14 October 1943. Colonel Jeffrey directed the attack from his position in the leading aircraft. Prior to reaching the target, the formation was subjected to determined, vicious assaults by a large number of enemy fighters. In spite of desperate attempts by the enemy to disrupt the unity of the formation, Colonel Jeffrey led the entire Wing over the target and wrought vast destruction on an installation of vital importance. The high degree of success achieved can be attributed to the gallantry, skill and leadership displayed by Colonel Jeffrey. His actions on this occasion reflect highest credit upon himself and the Armed Forces of the United States.
